Brake reservoir problem .. urgent replacement?

Well ok the tube is a drain since it dumps overflow fluid onto the ground in front of the left wheel. Technically the nipple would be a vent. I do not like the look of the plug/glue in the above pic, and would for sure replace the reservoir.

Definitely not a drain.....overflow/vent. There for a reason.
