Whatever you do, Do not force the top down with the dash switch! You will break the frame bow, it sucks worse than the issue you have now.
You should be able to pop out the plastic caps on both sides of the rear seat to access the main hinge bolt and loosen two or three turns (I think it's an 18mm socket). when loosen, you should be able to manually pull the top to the windshield to touch the contact points. When there, push the dash switch forward to lock the top. Next, seek a mechanic to track down the issue.
