Hey, not being negative at all...
The car you're looking at may not be perfect, but what 25 year old car is?
What is important is that you pay a reasonably fair price. You don't have to get a jaw-dropping, smoking hot deal on it, you just don't want to be so far out of the ballpark that you really kick yourself after. If you search back on wOOtPORSCHE's threads, you will find some with pictures of his beautiful Carrera, which will show you what he values at $22K. That car is very nice and was well-bought in my book.
If the car you are looking at is not in that class, you need to look at a lower value. I think, on balance, mid-to-high teens is the range for a pretty nice, but not REALLY nice Carrera with no issues.
Prior to getting the professional PPI, you can get a pretty good feel for the car if you read the sticky thread on the top of this forum, Peter Zimmerman's PPI.
Look the car over very carefully, check all the nooks and crannies, make sure the front trunk area is sound (where the battery is, can be a real problem area, be very picky). After all that, if you are feeling good about the car, spring for a good PPI and if that works out well, negotiate a price that you feel is reasonable, based on what you've seen searching on here. I have often bought at the seller's asking price if I thought the deal was fair, I don't need to "kill" the guy on price to feel I got a good deal, but I don't want to over-pay by too big of a margin either!
These cars can be emotional purchases, try to keep that part of it in the background.
P.S. NOTHING wrong with targas.

The car you posted looks perfect. Nicer then what im looking at. Your right people see things in different ways. Not to say the car im looking at isnt nice but different. Its like what im looking at but mine would be a targa which from what i hear is as not as sort after. i dont know i just trust the guy. Gut feeling sometimes you have to go with it. im sure im gonna get a tough response on this one

I thank everyone for there advice thats why im here. I have a friend not a real close friend but a friend thats a Porsche mechanic. I will let him see the car and evaluate it for me. Im sure hell see things i dont. I do have a picture of the car but cant post it. Could i send it to someone and they post it for me?

I'll let the experts dissect this one, it looks nice but it doesn't look like a garage queen. You need to post more pictures.
One thing that I noticed is the difference in color of the rear wheel vs. the front one. It could be the angle, if not you may want to find out if there are any oil leaks. Is he holding the engine lid? I can't see from the angle of the second picture, is the sound pad still there?
You may want to check the documents to see what kind of maintenance the owner has performed in the past few years to see if he has been keeping up with the maintenance.
$16K may be a good starting point.

I don't know I picked mine up back in the fall with a tad more miles than this one for south of $16k. Mine did not have records but it did pass a PPI with no issues except for a minor hose oil leak. Coupes tend to go for a little more as does the post 87 G-50 trannys.
