Easiest answer is dirt. Assuming that it works at other times remove it & clean. While apart check it to make sure nothing has come loose or that the pointer mount is bent. Pelicanparts.com has a tech article on dismantling gauges, though not specifically to clean the insides.

I've had pretty good luck with just blowing them out with a small can of compressed air, and working the needle through the poing where it sticks. Probably just a little bit of dirt or light corrosion.

Piece of cake! It's held in place by a rubber ring, and it just pulls straight out from the dash. Use a 1" putty knife with some duct tape on the edge.
