1987 Porsche Smog Check and DE

I am looking at 1987 with 150k miles. The top end was rebuilt 20k miles ago so is the clutch. The owner has a catalytic converter by pass. Car is in Florida. I am in CA
1. If I put the catalytic converter back on, what is the chance the car would pass CA smog check?
2. The car had 6 DE events after the top end rebuilt. Compression is 150,140,140,145,145,150? Leak down was not done. Is this still ok?

It should pass, but don't they have smog testing in Fla? Can you get a test of the CO%? You may need to re-connect the green wire next to the DME under the driver's seat.
