Post High indicated oil temperatures

I've been seeing high indicated oil temperatures @ the gauge in stop-go & slow traffic. The gauge has crept above 250 degrees on one occasion (only around 55 degrees outside temp) . Temperatures are fine around freeway speeds (stabilising around 190-210 degrees or so) and the external thermostat for the front-mounted oil cooler seems to be operating ok as the front oil lines are too hot to touch once the car is up to operating temperature. I assume that the internal cooler thermostat is working as well- at least the bottom of the oil cooler gets too hot to touch. Fan belt tension is ok. Does this sound like a gauge/ sender problem or something more serious? It seems like the front oil cooler wouldn't do very much when the car is stationary- is it likely that the internal cooler is not working efficiently? The engine was rebuilt by a PO 30000 miles ago, so I'm assuming the cooler fins shouldn't be clogged up w/ gunk?
