Default Horsepower of a Federalized '86

I've done a lot of searching, but am stuck on one point.

The car I just bought was fitted w/a catalytic converter at the factory. It was Federalized in 1986. No smog issues.

Now, I'm assuming the emissions equipment would prevent it from making its full 231 Euro horsepower - but would the higher compression ratio mean it still puts out more than a U-S market car?

Gut feeling is somewhere between the 214HP of the US rating and the less than the 231 Euro number. Hard to tell if the cat was an OEM or aftermarket model. I have attached a pic of my OEM cat I took off for comparison.
