No spark

I have a 1988 targa that turns over but does not fira (at all). The car has been sitting for a month under a cover , but in a damp environment.
Trouble shooting so far:
1. Dried out dist cap and rotor with hair dryer.
2. Replaced DME Relay and checked all fuses which were ok.
3. Cranked engine while I held primary coil wire (with screw driver inserted) next to engine cooling fan housing. No spark.
4. Checked for DC voltage across the two wires going into the coil while engine was being turned over. There was no voltage reading there. I ecpected to see a 12 volt reading at the coil. Was I correct in that assumption?
ANY suggestions that would help me trouble shoot this would be greatly appreciated.
