Default 911 in Japan?

A buddy of mine has an opportunity to buy a 911 in Japan. Appears to be a good deal so he is going to jump on it before the wife weighs in. The issue is that he will eventually move back to the States and he is wondering if he would be able to bring it back with him (eventually) without a lot of hassle. Can he tell by the VIN# (WP0ZZZ98VS601368)?

The would have to be federalized to be driven in the US. However, the amount of federalizing may be different for older car. I remember back in the 70s, you could import a car and it would only have to meet safety standards if it was xx years old. Not sure if that is still in effect.

A couple of things caught my attention:

There seems to be a "Z" missing between the "8" and the "V", but that's insignificant.

Sure it's a 911? The VIN suggests a 1997 Boxster.
