82 Euro Coupe Price?

Looking to move back to the land of air cooled P-cars.
Wondering what I should be aware of or wary of if I look at a Euro Coup that has been imported. What are the differences between US and ROW.
82 SC Euro Dark Grey Metalic sunroof coupe
49K miles (has US speedo and odometer with doc for the chage over from metric)
Car is completely stock.
No Carrera tensioners,
No Turbo tie rods
No airbox mod.
No AC (factory this way)
16' Fuchs
No big oil leaks.
915 is tight with no issues.
No paint work
Overall condition inside and out is 8+ out of 10.
Issues -
Ventilation system doesn't seem to operate correctly. I think the heater box valve is frozen and may have a blower motor out.
Hunting Idle on initial start up (settles down when warmed up)
I can do all the work and upgrades myself which I enjoy anyway.
They are asking $18999.00 which seems about $3k high to me.
Opinions?

The first thing that you have to do is establish if the state you're in requires DOT & EPA certification. If yes, you have to verify that the car has both. Although head studs are a much less important issue on '82/83 cars than on earlier cars, I think that you would be well advised to pull the rocker covers and check them. Then you have to call your insurance company and see if they will accept the Euro VIN, and possibly an agreed value stipulation. Maybe then you can start talking price!

Yep, already checked out the DOT / EPA regs. It's been registered in my state before and is currently. Also checked with my Ins co. No problems there. in fact it's insured with them currently.
Should I move forward, I plan to get a full PPI and check the head studs.
Other than those things. Anything else I should be wary of that is specific to a Euro car?
Obviously not as sought after as a US car, but I hope that can be to my bennefit should we start negotiating price.

Yep, I've been around long enough to know Pete is the Man when it comes to used 911's. Just wondering if anyone has opinions one way or the other on owning a Euro. I've been reading through the archives all night and have pretty much got my answer.
