Leo,
Here's a couple of data points:
Kelly blue book private party values would put a $10,775 value on an 82 Targa in excellent shape (I used my zip code in CT, you can run it from their website with yours). Their definition of excellent is:
"Excellent" condition means that the vehicle looks great, is in excellent mechanical condition and needs no reconditioning. It should pass a smog inspection. The engine compartment should be clean, with no fluid leaks. The paint is glossy and the body and interior are free of any wear or visible defects. There is no rust. The tires are the proper size and match and are new or nearly new. A clean title history is assumed. This is an exceptional vehicle.
The Kelly blue book retail from a dealer would be $12,900.
The latest Market Survey in the Aug 2001 Excellence says the poor/good/excellent values would be $12,475/$14,184/$18,988.

Leo~
The car is probably worth somewhere between
$14-18k.
I would deduct $1000 if it needs the tensioner update. Of course PPI etc.. always applies. On the color, I think Porsche has a dark choc. brown & brown metallic during that era.
good luck !
