Originally came with cloth seats? This *may* be a grey market car, which would (rightly or wrongly) hurt it's value.
I'd have some serious questions as to why it would need a repaint with only 39K miles. When I think 39K miles, I think garage queen. An 83 is not that old, and with any reasonable care, it's paint can and should still look like new (ask me how I know!). The car has only been driven an average of 1600 miles per year. That limited mileage, combined with new paint, is very curious.
Not saying I'd rule it out - you just don't give enough info to really make any evaluation. If this were an original owner, original paint, all documents and service records, mint condition, documented and verified 39K mile SC, it would be worth more than $20K.
If it is a Euro model, repaint, reupholstered SC with no records and no way to prove the miles, then it is worth significantly less than $20K.
So, based on the limited info provided, it is impossible to tell if it is a $20K car.

The Porsche dealer ran the VIN#....it was a NA car.....they offered cloth with stripes etc. back then...to the best of my memory.....I ordered the '81 and '84 I bought new with full leather
there were significantly more color choices in fabric upholstered seats than leather or leatherette in 83. there were several colors in wavy stitch pattern even more in berber tweeds, and 4 in checkerboard velour. You just don't see many in NA, but they were no cost options when ordered. he should have left it original though IMHO

No Interest here??????????....I simply can't take a trade...I am in a rented furnished condo until God knows when...chasing an eight year old little girl who was adopted in Russia at the age of 9 mos.....tough as I'll be 57 soon....living life in reverse...just my luck to get a child with an IQ over 175
