broken bolt,What to do?

Broke off bolt on large end plate that holds cam into cam housing. How should I proceed to remove end of bolt broken off in housing and what is the torq value for these three bolts per side? Thank you!!!

Crash, assuming you have the engine apart? If not, you have one heckuva job ahead of you.
Did the bolt break from overtightening or during removal? If during removal - WOW! ...obtain assistance from your local machine shop. You're going to have to get it drilled out! <img src="graemlins/cussing.gif" border="0" alt="[grrrrrrr]" />
If the bolt broke from overtightening, then there is likely a "spur" left where the bolt broke and the hellical shape of the threads left a sharp piece of material hanging.
Take a small chisel and tap the bolt out in reverse...works for me quite often. The other procedure I have used a few times is to weld a piece of rod, or another bolt to it and back it out. Just a "smidget" of a weld, nothing fancy required.
