Is this trim cover supposed to screw off? The one in my car is metal, but the replacement I got from Pelican is plastic. Was metal OEM?

The original cover is plastic. Metal covers are available aftermarket. As you observed, they just screw on/off. Some of the aftermarket units also have a "security" feature to make them harder to remove.
