The glass is separate from the 'bucket'/ reflector+bulb holder, and also separate from the surrounding trim ring.
The trim ring holds the glass onto the bucket. So to swap lenses, remove trim ring (one screw on bottom), glass lens comes out.

As far as I remember they are (were) illegal in NY. I got tired of getting stopped in NY with the yellow headlights in my 73 BMW 2002 tii, but that was 30 years ago!
