A good approach would be to find a solid G body car and change out to a 3.6 engine, upgrade the exhaust and keep the cats to pass smog. Lighten the car up with glass bumpers, simple interior and lose the heavy sound proofing. If all goes well, you can back date it later if you wish.

The key is finding a car with no rust or need for bodywork. That can lead to months of expensive work and unknowns. Suspension upgrades can be done over time as you discover what your needs are ,and are pretty simple to do at home with common tools. I am in the middle of a similar project now. I found a 80 SC that had had a good wide body conversion and the PO was planning on doing an EV conversion and had sold the motor, trans, fuel tank. The paint was excellent and zero rust as well as big 993T brakes already on it. A 993 VRAM engine and rebuilt 915 transmission and being put in. No worries about smog here in SC though.
