It's part of the Hagerty valuation system. A #3 is "Good", #2 is Excellent, #1 is Concours. As to how accurate, I think you have to use it as just one data point. Weigh their value against Bring a Trailer and eBay sales prices.
I don't know follow the market that closely, $69K does seem a bit high. But if you go back to May 2021, they valued the same car at $50K. Which seems low.

And of course there’s always the debate of the rating system used for condition itself and most don’t understand the qualifications used to rate a car and they always seem to think their car is a #2 even though it’s full of issues. As for values, they will range based on what a buyer will pay so IMO that number may not be far off in this crazy market.
i just paid $59,900 for a 89 Cab that is in good condition with 93k miles. Plenty of records and plenty of recent work done. I have already turned down a offer of $67,000. Crazy market right now.
The used car market is exploding, so this is not surprise and our 3.2 gen has been soaring well before the overall explosion. What's going on particularly w/ our models, is that very few are left on the road and all of us that had a poster of them on our wall in the 80's, have gobbled most of them up, since we hit our 40s! I bought my '84 Targa in '11 @ 41, w/ 76k on the clock for $17k! Their is also such an obsession now w/ analog cars as cars get further and further away from a true driving experience.
My '87 Targa is 100% original with 20k miles. I have it insured (agreed value) with Hagerty's for $120k. Love the car and not planning to part with it.
So I’ve seen your car before 😆 That’s a very informative video. As for appraisals, I have to assume that it is a moving target these days as values continue to rise. I have not had mine appraised and looking at competitive insurance rates to Hagerty but they all want an appraisal to get to an agreed value so I guess that will have to be done soon. Right now Hagerty is at ~$800 annual for $43k cash value (paid).
