I don't know much about euro cars, but mine is not a euro and has 136k and I'm would sell it for $15,000. Just as a point of reference.

Any Euro car that was properly federalized should have no problems passing emissions if all the equipment is there and in proper working order. This is easily checked in a pre-purschase inspecion and by running hooking it up to an exhaust gas analyser. The only problem area I have found in my experiences with the euro 911sc/carrera 3.2's has been the fact that they have a little more power. But if that little bit more power does not bother you, you should not have any problem with it. If I sound a little bit sarcastic, it is because I am just countering some of the bad rap the european cars get. And I made a bunch of money from that bad rap since I used to buy used gray market Porsches for less money than US cars back in the early 90's to ship back to Europe.

In my experience the Euro 84 is a whole different animal than the US 84-89 911s. I've had mine since '96 and put about 12K+ miles per year on it.

In addition to the added horses you will find the different gearing takes advantage of the ponies. 2nd gear is shorter than US with 4 & 5 longer. This is makes for very quick passing and cornering around town with at least 500 rpm less on highway (5th gear gives 3000rpm @ 80mph) than US spec for decent gas mileage.

The transmission has an oil cooler not on the US models and the front fender oil cooler on an 84 Euro is the radiator type not found on US models until 87+. Mine made it into the country with the H4 headlights, though a colleague of mine's 85 could not be DOT'd with them and he had to change them out.

In addition I have a real working A/C, a modified aftermarket Italian Davilar system I inherited as the second owner, a Sony Minidisc with 70w/ch playing through 8 speakers in custom housings, sport seats, rear windshield wiper, and automatic heater. The hp/wt ratio, gearing, and stiffer/lower suspension means I eat all Camero/Fireberd models, easily stay even with or beat most Mustangs, and outrun surprised 964 and 986 drivers.

Just be sure to have a reputable mechanic check the car out fully. Good Luck!

Curious why Batmobile would let his go for only 15K. In the TX market this would be an 18K+ car.

I also have a 1989 951 and it makes more since as a daily driver. I only paid $14,200 for my targa and I put tires and a CD player in it, si I'm just trying to recoupe my $$$. If you know anyone, send 'em my way, It is a really nice little targa. It is from Dallas as a matter of fact. Its one previous owner lives there.
