Prices seem to range quite a bit. But looking at ads on this site (recent) and bringatrailer results it seems there are not a lot of sales below 35k for quality cars of this series.

I paid similar rage for mine with dollar conversions. Lucked out because it was truly clean, no rust ( that I've found yet..lol). Up here thats Targa $$ range as coupes are about 15K more. I did my own PPI and as always, you will find something, as long as its fixable and not engine dropping or bodywork, it is what it is.. No clue now with covid and prices now... Rust bubbles can be huge iceberg tips if there on a big piece, lock that down. I passed on a few with that. If the bodies good, its not burning oil , or leaking it, whats to argue with. BUT! Go over the car with a very detailed approach. Take a camera and shoot every hose, panel, get the camera inside it, look under fenders, inside the pillars, kidney.. Check the hoses, under the carpets, smugglers well, battery tray. Grab a drink and look at all the pics on a big monitor or iPad. Compare it to other pics of others cars. I will share a pic o mine for comparison or a part or so. I find it easier to gauge, sitting in my house looking and pics i took, removed from the car and the seller... Also, know what things cost realistically to fix.

Remember though... Its not a new car, its a 34 year old, non concourse car. It will not be perfect. So many folks use the same mantra buying an old car vs a new dealer car. Also, some will travel the US to find a car, I looked all over North America ( i travel for work ) and found my car 5 min from me. Although I do most of my wrenching, the Amazing Indy Shop Id use for out of scope work knew the car. Theres a plus in local sometimes.. These are simple cars with simple systems. Theres a reason there so fun and so much DIY to these.. Time = Money. So a job can be $$ just on time. Think about a top end.

There is the work needed, the parts, and the time to pull it out and put it in. Do the last part yourself and the bill is a lot less..

Trust your gut.

BTW, i love my 86. No regrets.

Paint bubbling on the passenger rear quarter? Where precisely?

My car has cracking paint above the wheels on the quarters. It's not from rust, it's from being a bit too hasty when rolling the fender lips for additional clearance. Doesn't bother me one bit as it's a track oriented car, but my point is without pictures or in person assessment it is impossible to tell.

If we ignore the pandemic, a driver quality 3.2 Carrera in the 30K range isn't bad at all...

If the rust is easily taken care of, then I think this was a good buy. The guy put $7,500 alone, into the maintenance of the car, just 250 miles ago....

I've seen this car listed elsewhere as well, probably pelicanparts classifieds...

That area is easy to examine. Look inside the wheel well towards the front of the car, where the oil lines run. Dirt and debris collects in there and can make a mess. Some pictures can ease your concerns. Or pay for a pre-purchase and ask them to examine.

My car has some surface rust in a couple areas and it does not hamper my enjoyment one bit....

Wow... that is the same area this one had bubbles. I'm guessing it was looking like that beneath. It was also the area that had been repainted. Who knows what went on...

The car in that link has had A LOT of previous work. You can see the thick bondo used in previous repairs.

Most 30 + year old cars have had work along the way. The white 84 carrera shows one side that had work and another that allegedly had not. The kidney bowl area on the g body cars is a legitimate concern, these cars hide rust like not many others. Dont get sucked into the whole galvanized body ain't never gonna rust thing.
