Default Front Rotors and bolts

I have my 74 911, and I am trying to put some spacers on the front rotors, but I cam to a problem. The existing bolts look like they are 8 or 9 mm bolts, and everything else is using 14mm. I can't drill out the holes to make them accomodate the 14mm, so how do I solve this? Does anyone make o replacement rotor that has the larger bolts, or did I get some wierd rotor setup? Also, those little bolts are holding a 1 3/4" spacer. Thanks for any help.

well, I just discovered that the "spacer" is actually the hub, its just bolted on to the rotor instead of pressed like I thought it was.
