My understanding is that if bulbs are made outside the EU and are certified for sale within the EU then if they are CE marked they are legal to use.

Automotive uses E marking in Europe.

CE is a more general mark for consumer products.

Either way, no retrofit LED bulbs can ever get approval because they are not of the same type as the original fit.
