Default Best way to clean up lug nuts?

I have stock 996 lug nuts, and they are nasty rusty. I took one wheel off today and hit the lugs with a dremel and it polished them! I don't think I like them polished looking, I want to paint them black, so I bought some primer and paint at the auto parts store.

My concern is that paint may not take well to polished lugs, so how should I rough them up a bit, can anyone recommend an exact dremel bit to use? I hit it with some 320 sandpaper but not sure if thats going to be enough. If its not really that critical, I'll just hit with 320 and prime and then paint.

I also need to get the soft socket so I can put these on with as little chipping to the paint as I can. The wheel lock I am debating on leaving polished or I may hit that with black paint as well, but I don't have a soft socket for the wheel lock, I may just have to use plastic wrap or something to try to soften the blow....
