Driving north on highway 680 tonight through traffic jam on walnut creek, I see a cop SUV on the shoulder with his lights on.

As I get past it and rolling too fast to get a pic...he's behind a 959! white, older guy with what looked like paper plates, perhaps broken down?

Amazing to see in person, anyone know who this is??
