It means the car was originally purchased in Germany and later brought to the US where it had to be modified with a catalytic converter and a few other bit to make it legal in the US. Original paperwork from this process is included with the car.

Does this car have the factory M491 "turbo look" option and are those the original wheels? thanks

If the car was brought into states during exemption period it would have only needed DOT updating not any EPA (SMOG). When was car imported to states? Did original owner import car to US? Good looking car priced well.
