Default App departure charge timer doesn't work most of the time?

The app charge timer has problem sending desired departure time to my car most of the time. It keeps giving me error. Does the car need solid cellular signal to pick up the command or it's a Porsche server issue? I'm asking because my car is parked in an indoor garage and the cellular signal is weak in my area (1 bar). Thanks.

Yes, needs acceptable cellular signal.
