Buyers definitely get what they pay for. After having custom built my BSR, I can say that its easy to hit the $50K mark for a top notch build.
With that being said, the question is whether a $50K car is worth the extra money. Mostly what you're buying is quality of build, new (or fewer miles/races) components, and that leads to longer term reliability.
A $25K BSR has usually seen several seasons of hard wear and is probably in need of some near-term investment to keep it running well. Very few owners replace/refurbish/rebuild everything just before they sell a race car.
As for buying an ex-series championship winning car, I have not yet seen a mid-pack driver move up to podium finishes just because he bought a car that had previously won a championship.

I do think however the platform has a lot of room in it to improve the cars and that can be a differentiator in price. I have concentrated on making my car easier to drive in the last year, but not slower. Some of these things have been expensive and some dirt cheap.
Little things that effect driver comfort for example so I don't have to work so hard to go the same speed I used to. As I look around the SPB field at the cars and talk with drivers, the fast cars all have something unique about them, although not all the same things. That tells me there is room to improve the car AND make the driver/car combo go faster as a result.
As to if that's worth more or not is up to the buyer. As long as a buyer feels he is getting good value in his purchase, then the price is immaterial.
