I have $3k for rims

Okay I know nothing about wheel sizes, fits, etc. currently I have a MY03 dark blue 996 C2 (narrow body?) with 18" stock rims. What I'd like is white 2003 GT-3 rims, 19"
can tbis work? Where can I get replicas? What size/offset should it be? Will 19" rims have any impact on my car?
I have zero knowledge in this

Unlike most cars I've owned, there is no facility to easily adjust for different diameter wheels/tires, so your speedo will be off unless you maintain the same outside radius for the mounted tire. Going from an 18" to 19" wheel means that the tire shoulder height has to decrease in order to keep the outside diameter of the mounted tire the same. Many vehicles have a transmission gear you can swap out or some method for reprogramming the tire size (I can tweak my ancient '96 Corvette via the OBD-II port to allow for changes to the rear end gearing (done), tire size (yup), transmission pressures, fan activations, etc...it was kind of a surprise after I bought my 986 to learn "zer vill be NO deviation from ze spec!"
I can tell you that 19" wheels plus an aggressively lowered 996 makes for a rough ride, and this is on San Diego California streets where our deepest potholes are an inch or two. I unloaded my suspension by half an inch to make the ride on the 19" wheels bearable.
I wrecked a wheel and "temporarily" went back to 18's. I'm now looking at refinishing those "temporary" 18's - the ride is much better, and PSM misfires a LOT less with the 18's and correspondingly more substantial sidewalls. I think I can drop the car back down at least a half inch and still have an adequately comfortable ride on the 18's.
That last point isn't just an "Oh, by the way" - with my coilovers dropped down and the 19's with appropriately-sized tires, PSM was misfiring on an almost daily basis, and sometimes in VERY unsettling circumstances. Moving to 19's can have some fairly significant handling implications; depending on what you plan to do with the car, you may or may not care.

I dont think they have 996 GT3 replica rims if thats what the OP wants but 3k should get them original GT3 ones.
Keep in mind they are heavier than standard Carrera MK2 rims if thats of any concern

I'm not sure about rims but 3k will get you a nice set of lightweight OZ racing wheels and some nice sticky tires. I will be doing this after the body kit.

996 GT3 wheels are, at least in my ever so humble opinion the best looking period correct wheel on a 996. Especially if aero kit car.
Should be able to pick up a set for your 3k budget.

At that price, it's worth finding out if he'll ship, or looking for a friendly Michigan Rennlister who can pick them up for you. If I didn't already have two sets of 18" Sport Designs I'd be looking for a way to buy these.
