Default Question about thrust washer fitment for KKK turbo

I have a question for anyone who has rebuilt a kkk turbo before. I have a rebuild kit for a k27/8 and while the bearings install went smooth, I'm having an issue with the fitment of the thrust washer in the component stack. I've got both new bushings installed and the issue I'm running into is that while it appears the thrust washer is meant to go into the CHRA first and sit underneath the thrust bearing and spacer sleeve, it doesn't fit over the shoulder of the turbine which is preventing the turbo from coming together.

The order is correct. Did that washer come off that shaft? If so it should go back on it...

Maybe you've got the wring washer?

How odd. Yeah, it wont fit back on now. Is it permissible to lightly sand the ID of the washer to get it to slide onto the shaft? How tight a fit is it supposed to be? Would you happen to have a spare k26/k27 thrust washer laying around?

A couple dozen strokes on the ID with a rat tail file allowed it to slip easily onto the shaft. Odd, that. Turbo is together now. Time will tell how the rebuild holds up.
