That thing is the idle stabilizer valve.
It mounts on the bracket shown to the right of the "thing" in your first picture.
See those black dots on the bracket? There should be 2 rubber stand-offs there, and the valve gets a sort of clamp bracket installed on it to attach to the bracket on the engine.
That barb from the intake manifold can be re-secured using epoxy (JB weld or the like)

If you pull up a diagram (on AutoAtlanta) for the engine it will show you the hose in question and the part number. There is a bracket with two small rubber isolators and a rubber gasket that wraps around the belly of the valve and then bolt to the top of the engine, under the intake manifold. You can get a better visual by typing in "Porsche 944 idle stabilization valve pictures". There will be numerous pics showing different views of the installation.
