Was heading over to Shinjuku Park in Tokyo to take pics of the Cherry Blossoms and saw this along the way yesterday.

Is the "2" license plate indicative of government or significant expense?
In the US, that would be a state office holder, typically. In the UK, that would be a shockingly expensive license plate.
