PM's doing wierd things and a RFE

Sorry to bother you but I have two questions and a request.
1) I seem to get notified of PMs sent to me "two" days after the PM
has been sent and even weirder in thw wrong order.
For example: I got two PMs sent to me on 19th Nov and I only just got
notificatin of them in my email. I got one PM sent to me yesterday and
I only just got notified of it today.....but it turned up before the two from
two days ago.
2) Why is it I am often seeing two posts of some of my postings.
That is I post a reply but see two of them?
Request: I don't suppose there's any chance that a user can set
a timezone in the profile?
