There are no loops for an inside person, each office is tied to the MTO system, that is what dictates the rules. Appraisal is required when the MTO system prompts the clerk to request it. But it's not always requested by the system. It's hit and miss. Good to have the appraisal when you go, and if hey don't ask for one you just pay on the bill of sale if there is no value on the UVIP.
