Mpp Michael Harris has a web site to sign petition www.scrapdriveclean.ca
The whole program is a waste and should be scrapped. I do not support pollution but this program is very inefficient.

i dont get what the problem is. Poorly designed system? Why cant it be fixed? From the link above: "From 1999 to 2010, the failure rate for Drive Clean’s e-test steadily declined to 5% — down from 16%. Now, just a month after the Liberals introduced a new computerized test for light-duty vehicles equipped with an on-board diagnostics (OBD) system, the failure rate has jumped to 10.5%"
Well, we all know why that rate "steadily decline". Its because thousands of e-tests where passed by just buying the freaking paper. In fact in a lot of those cases, the car never made it to the e-test facility. Now that this has become impossible, of course the stats jump.

Not according to the garages doing the testing and their customers failure modes. The increase in failure rate is DIRECTLY attributed to the OBD diagnostics testing. The 'not ready' or 'not enough parameters' is the main cause of the failures - it has nothing to do with 'buying paper'.
There are many reasons for *why* this is happening; I suspect because it's early in the new gen type of testing and that some garages are turning people away with cars between 1999 and 2001 that ARE allowed up to two not ready flags and telling them to do more driving. I can't recall the model year where this reduces to one not ready flag (2002 to 2004?) and then transitions to zero for not ready flags allowed.
I've read where there are several brands of vehicles between 1999 and 2005 that are notorious for being fickle on readiness state in cold weather. Apparently it has something to do with how their firmware reads sensor states.
Some early OB2 systems also have issues with misidentifying misfires and would turn on CEL's as the cam position sensor could be disrupted by vibrations on rough roads. Early OB2 technologies in 2001-2002 Mitsubishi's have been noted on many car sites as having this issue along with a couple of other manufacturers as well. So that is why there is a transition on how many readiness states you can ignore based upon model year. I think once we get through the full two year cycle of this testing and everyone has gone through it - we'll see the failure rate decline once again to previous % if not below. What's the government going to do then? The process will become politically untenable for them to continue with if today's modern (properly maintained) vehicles continue NOT to be the problem with poor air quality. It is my belief they will end this system after a few years and mandate a CEL free state during car ownership transfers adding it to the 'safety' certificate process. What they *should* be doing is expanding tax credits for trading in old cars for new ones. Or...
The Liberals can introduce a clean air filter procedure for residents of Toronto where they can go to Canadian Tire to buy a face mask filtration system to guard against smog from the Ohio Valley that has drifted north across Lake Ontario. Wynne will mandate various colour shades of these paper filters in order to be fully inclusive and respectful of all residents backgrounds. (just testing who is awake at this point...)

i was awake .. but it was close ..
a few points to note that may give Dougs arguement some creedence.
My a6 had the light on for years .. CT would NOT give me a pass. previously my sniffer test passed me with flying colours as it was the post CAT sensor which does nothing more than monitor the cat .. doesnt matter how good the cat is if the O2 sensor fails . The cats were perfect and clean air was fine .. but OBD 2 tests fail as bad )2 sensor and I get a NO PASS .. there is one false positive right there .. that would not have been picked up in the earlier testing.
I fixed the 02 sensor and everythig came ready except for one monitor .. cant remember which one it was .. but According to Doug it should have been allowed as it is a 2,000 . No pass ... all monitors arent ready .. so one false psitive . training error ..
I went back again 3 days later after the last monitor set and i got a PASS..
all of this would not have occured on previous tests as the sniffer would have been fine and i would have passed immediately.
