You don't need your iPad to buy an app. Just buy it at the iTunes app store and sinc your iPad when you get it.

Prices fluctuate on the app store for sure. That said, it provides more entertainment (for less money) than any car mag I've purchased.

Funny thing is the text for the app says its on sales for $0.99 but the price is listed at $4.99. I asked iTunes customer service for clarification. Looks damn good though.

The app store is sometimes slow to propagate price changes and the like. They won't do **** for you. Besides, the developer deserves the extra $4. Totally worth it.

EVO Magazine is also available for the iPad. I can't recall the exact price for a yearly subscription but it is less than $40.
I must say that it does not replace the magazine experience for me but the videos are a bonus.
