Taxes on QC dealer purchase

I noticed the post on the reenlist.com site but am a bit unclear as to the result.
I found a good deal on a car at a Montreal dealer for $33K. I have a found a buyer for my car to do a convenience deal at the dealer and trade that would net me $14K.
So how does it work in Quebec. I assume I pay the 5% GST in Quebec then the Ontario Tax (8%) on the $19K amount. Only.
Also if I have it shipped out to me do you think I can avoid paying the GST.

If the dealer is buying your car and selling you the new one, then I believe you pay tax on the difference.
You avoid the Quebec PST but pay the Ontario PST when you register the car
and Ontario gets you on the sale price of the car, not the difference.

Given that the GST portion is paid why would CRA care if the PST portion was paid? Would seem to be the province's problem rather than the feds.
