Got a Garmin (forget the model) at Tiger Direct in Etobicoke for under a $100 last year. it's full featured and compact enough to live next the the rearview mirror (right side) and speaks the street names. I wired it up permanently so everything is tidy.
You can spend a lot more to get all kinds of features, bluetooth, mp3, etc... but none of those were needed in my case.

I've got a 6 or 7 year old Garmin that does the trick. Doesn't read out the street names, but does say "turn right in 400 metres", which is adequate. I think most of the expensive features are useless.

If you have an iPhone, look at Navigon in the iTunes store. I have NA and Europe and they work very well. You'll need power to the iPhone when using Nav though - it drains the battery in about 1 hour. TomTom is also available in the iTunes store.
