....not even a helmet to protect what few brain cells he might have..... While I am glad that he was on the track rather than the road to do this I would not have wanted to be one of those sharing track space with him.

It depends on the track status. On TF (open to public) periods ,slicks are banned and cars must be street legal in every way. Passing must be on the left. Hooning in general will get you flung off if they catch you, and video is always illegal.
On a closed track it depends on the specific event.

That driving is sick! It's the most out of control control that I have ever seen. It's amost like the steering wheel is not hooked up to the car and he's just faking it.

Three observations. (1) he knows the track. (2) thats a set of tires per lap. (3) It must be uncomfortable sitting in the seat with ***** that big.
