I take it most highways have contracts with towing companies?

If that is the case, what kind of BS is that and that sounds like a monopoly.

Let me do the calling and search for the best towing rate.

I would also take pics prior to it being loaded. I always have a digi camera along. They may have a right to tow it, but they are liable for all damages. And trust me, I'll be relentless.

No way. Police have an obligation to remove obstructions due to safety and security. After that the operator/owner of the vehicle is responsible to see that the vehicle is safely removed. It is your choice always.
