I am purchasing a porsche from the us (ppi already done) and the car has a bank loan. does anyone have a suggestion as to how to safely purchase this car? carfax did not show any lien but seller told me about it. my guess is to speak to the bank and pay them and pay the seller the difference and get it all in writing. I am flying in and out on Friday to look at the car and do paperwork and leave a deposit, any help would be of great assistance. Car is in Washington area.

You have to get the lien discharged before the car can be exported. Most US states list liens right on the title registration document (I wish we did that here). The point of the border receiving the title 3 days in advance is for them to check, among other things, liens, and they won't allow a car out that has a lien.
You're best to call CBSA to double check, but I would think a signed letter on bank letterhead indicating the loan is paid in full and the lien has been (or will be) discharged would be sufficient. Also, I'm not sure on a state-to-state basis, but I know in Ontario when we discharge a lien we get a printout immediately from the gov't website before the official documentation comes in the mail. It doesn't have a name on it (though it does have a VIN) so I'm not sure if that would do. If you have to wait for official gov't paperwork, it's usually about 2 weeks in Ontario. No idea what DC would be like.
Hope this helps.
