Can they call it a turbo if it is not spooled off of the exhaust? (or is it?)
It is...the electrics on the turbo are to keep it spooled up and recoup some lost energy by using the electric motor as a brake in place of a wastegate bleeding off exhaust to control turbine speed.

Actually, it is... It's an interesting looking item. The impeller and turbine are spread further and an armature for the electric motor is directly on the shaft. The picture below if from the Porsche site, shows it well.
The "Y" on the exhaust collector is there for the other bank exhaust to feed into, as there is now only one turbo for the hybrid.
As far as I know, the base model (no hybrid) still uses two conventional turbos.

And it apparently lowers centre of gravity as well....
on top of the 1000 pounds of battery on the floor of the car ? lol
Battery is actually in exactly the same place as a "regular" 911, according to reports.
And total weight is within 50 kilos of the non hybrid car, or close to that...
And if some folks can "feel" their mag wheels, surely that lower cg can be felt...
YMMV

Wow... nobody could tell which is the newer one without prompting, if they weren't already familiar with the .1. Nothing they did with that design needed to happen.
