Hard to really speed too aggressively on the Dragon or Hellbender if you are between the lines. Constant curves. No need to watch speed on it in my opinion. On the higher speed roads like Blue Ridge and Cherohala Skyway you need keep it in check. That said the enforcement is pretty lax, if they focus on any thing it's young kids doing young kid things.

Our crew his heading down to the Tail next week. Honestly, the Tail of the Dragon itself is my least favourite road there and we sometimes skip it all together.
If you see guys on bikes, follow or ask them where the best roads are, they know. I don't mean the Harley or cruiser guys...speed bikes is what you looking for. Tons of lesser known roads that are incredible in the area. We usually do most of the Blue Ridge too, if you go at the right times, its pretty empty and not to much enforcement. Skyline in VA is amazing as well.
Knoxville is a much closer than Nashville to the Tail and has a decent downtown, unless the OP is going for other reasons to Nashville. Be aware of laser and state troopers through Ohio if you going that route down. Waze works well in Ohio. Once you in the mountains, Waze is not much use, have a good radar detector.

I did TofD in my NSX last fall and it was awesome. Made myself car sick at the end so I was doing something right! Killboy and other photographers are there on loads of corners so you'll definitely get shots of your car without knowing.
