Both plate and insurance are linked via your vin.

Every year when you renew your insurance, it gets registered in the MTO database. I was trying to register a car once that I had taken off the road for the winter and didn't insure it. When I went to get a new sticker in March, they wouldn't give it to me because I forgot to re-activate my insurance. I had to pay my insurance and then wait a couple of days for the system to get updated before I could get the sticker.
So now, if you don't have active insurance registered against your car and a cop runs the vin, that will show up and he can pull you over.

I suspect Ford Nation will have a much tastier money saving treat for the masses ahead of the next election...

Picture this bit of big brotherism for toronto:
You have the Green P parking app on your phone. You park somewhere and pay for some time. The parking gestapo guy drives by and scans the plates. He wouldn't even need to get out of his car to issue you an on-line ticket if you forgot to increase the time.
I don't think this has been implemented, YET. When I was last in London, England I was afraid of this happening.
