Just picked up my 997.2 c4s and this is installed on the dash. What is it?/what is it for?

Sat antenna. Maybe for a XM tuner?

I think it’s one of those boxes that records and reports every activity the driver does (speed, g force, turning without signalling).

Zook is right. Don’t touch it. It’s illegal to remove.
