Yeah, I'm sure. I don't know why they changed it for 2004.

Here's the text from the 2004 GCR:

"Note: the current organizations that have their licenses approved by SCCA for competition in Regional events are;

CACC (national), ICSCC (conference), FIA (issued by any sanctioning body), Mid-West Council, IMSA, SCCA-Pro Racing, Waterford Hills (senior),

Note: the current organizations that have their licenses approved by SCCA for competition in SCCA Vintage events are:

BMWCCA, CHR, CSRG, CVAR, HMSA, HSR, MBHR, NRI, PVGPA, PCA, PUG, RPM, RMVR, SOVERN, SVRA, VARA, VARAC, VRC of BC, VSCCA, VSCDA, VSCR."
