Open trailer tire rack parts?
On my Trailex the bar that goes through the wheels has no stops so the wheels move all over the place, anyone know where to get stuff like that? I see plates with rug glued to it and some sort of locking sleeves, could mickey-mouse something using barbell locking rings but rather not if I can just buy the correct things..

I just run a small ratchet strap through the spokes and tether to the cross beams of the tire rack to keep the wheels from moving around. Other people have cut a piece or pieces of PVC pipe to put in the middle.
None of those ideas answer your actual question, a predicament for which I am deeply sorry.

I gave up on the springs and got a quick connect shaft collar from here

My tires stopped migrating from side-to-side on the Trailex rack.
There is another thread around here somewhere that mentioned this manufacturer and that Trailex used to sell the plastic version but it broke to often so they stopped. I used the full metal version for over a year with great luck.

I should have mentioned that you still need the plate with the rug with the shaft collar. It is just that you don't use the springs that Trailex sells. I expect that Trailex can comment on this approach as they did used to sell it.

My experience was that the spring holders vibrate over time and especially over a long trip.
When taking long trips I would also throw a ratchet strap through them.
