Seems like he could not find the brake pedal till it was too late. Or a mechanical failure (severe brake pad knockback).

check the rear wheel at 27 sec.....did that break apart prior to the hit or??? spokes are gone with only a few left on the hub

Looks like jersey walls are set on top of the grass and the cars rear wheel probably hit the curb first and then climed the barrier. Would think the smarter way would be to set the jersey wall on the street so you just hit it and not the two step curb then wall.

Looks like the throttle stuck to me. Way too much tire smoke.

The reason was that his throttle was stuck, at the moment they are already rebuilding the car
The driver had a blue eye and the navigator a wet suit and catched a cold.

Wow, that there is the first air cooled AND water cooled 911. Glad to hear the occupants made it out okay.
