Penny wise, pound foolish.
These guys tried to cut out the middle man to save money and it ended up costing them more along with the worldwide embarrassment. If you want to swim with sharks, don't be surprised if you lose an arm and a leg along the way.
They're Bernie's bitches now because they'll do anything to save face and get the 2012 race. This venue won't last the 10 years they say it will...

AUSTIN (KXAN) - Wednesday was the deadline for the Circuit of the Americas to come up with a $25 million sanctioning fee to bring Formula One to Austin.
F1 boss Bernie Ecclestone made Wednesday the deadline due to the fact he was meeting in New Delhi, India with the FIA World Motor Sport Council to set the 2012 calendar.
Just before 6 a.m., that calendar was released and showed Austin remaining on the calendar for a Nov. 18 race date.

Austin circuit construction set to go ahead after Ecclestone deal

Austin track constructionCircuit of the Americas chiefs have announced construction of the track will resume immediately after saying they have reached an agreement with F1 supremo Bernie Ecclestone.
The event, scheduled to host the penultimate round of the 2012 championship, was in doubt after construction was stopped because of problems with the contracts.
Ecclestone gave organisers an extended deadline after failing to meet the original one.
After the race was included in the final 2012 calendar released by the FIA, Austin officials said work on the track will resume right away, and they are confident it will be ready for the grand prix.
"Mr Ecclestone received his check today for the US GP," said investor Red McCombs in a statement.
"We want to thank the fans supporting us, the local officials and businesses that have encouraged us, the state of Texas, Circuit of The Americas' staff and Bernie himself."

They may end up getting $25 million from the state, but it will be likely AFTER the race happens and they do the math on the tax receipts related to the event. The back and forth uncertainty ruined the chances for an advance payment from the state.
The state money comes directly from sales, hotel, alcohol, and rental car taxes. In some cases it can be advanced, but not looking likely in this case. For instance, last years Superbowl in Dallas got almost $30 million from the state from these tax receipts...
