The "I give up" comment, I would suspect is just simple math. You're charging for 15-20 laps, and succeeding in gaining, but with 2 to go it's obvious that it's just not going to be enough. So, you settle in. Button, in Canada, on the other hand, was gaining by leaps and bounds and had Vettel in sight; just what you want. I doubt Alonso would have given up in that situation.

People hear what they want to hear. When I heard "I give up", I expected it was either him conceding that the risk/reward was not in his favor, or he was trying to catch Button off-guard. Its not like he dropped back any positions-which would be truly giving up.

He kind of chuckled but still tried to use it as a way to paint himself as the victim rather than the perpetrator. Same old 'cry wolf" defense I've heard way too many times during my lifetime. Show me some real evidence that you've been wronged and I will believe you, but using this tired excuse just shows me you have no evidence.
