Default spec 911 rules question

Apologies if this has been discussed before:

Why doesn't spec911 just use a power to weight ratio requirement instead of the 2300/2350/2400 pound restriction based on motor type? That seems like the easiest way to truly keep costs more contained.

Wouldn't power to weight require dyno measurements? We want to drive, not mess with dynos...

Something to consider.

Rich has told me multiple times it's to eliminate the dyno. That's why the rules for GTL are even easier - all compliance to the rules can be checked visually, with a measuring device/caliper and a scale.

How does switching from a fixed weight and motor combo to a power to weight system contain cost?
