IMO, never go to a HARDER compound tire in the wet than you run in the dry (i.e. Hoosier to Toyo). In light rain, wet track, but not many puddles, use R6/A6 or whatever slicks you run and just alter your line to avoid standing water. You'll be faster on a soft tire driving all of the way around the outside of a turn than on a harder grooved tire trying to drive through a puddle. The only other option would be to hand carve a few grooves in some A6's to make an intermediate. Otherwise, if it's wet wet, run a real rain tire. Using street tires, Toyo's, etc will just make you slow.
Of course, I'm assuming that we're talking about racing here. If this is just a DE, run whatever you want since laptimes don't matter. Might as well run Toyo's in the wet/dry and just deal with whatever laptimes you run.
